Furthermore, the preceding quests, 'The Decay of Fashion' and 'The De Vil Crash,' must be successfully finished. Upon their completion, the quest 'The Skunk Rebellion' will automatically become available, setting the stage for your interactions with Cruella.

Once 'The Skunk Rebellion' quest is initiated and you have engaged in conversation with Cruella, she will entrust you with her car key.
